A man has been accused of fatally shooting his sister-in-law in the head after a heated argument with his brother over laundry.

Alexandra Arb-Bloodgood, 29, died at a home in the 8000 block of North Newman Avenue in North Portland, Oregon on Sunday, the Portland Police Bureau confirmed in a statement on Monday evening.

Her brother-in-law, Shane Finnell, 25, was arrested at the scene of the fatal shooting and is currently being held in custody at the Multnomah County Detention Center.

Finnell has been charged with unlawful use of a weapon and second-degree murder. A probable cause affidavit obtained by Oregon Live claimed that Finnell told officers, "I did a horrible thing," following his arrest.

Officers from the police bureau's North Precinct responded to the scene at around 8:30 a.m. on Sunday after receiving a report from a neighbour of a shooting at the residence.

Officers located Arb-Bloodgood dead inside the home, with the Oregon State Medical Examiner later ruling the death a homicide caused by a gunshot wound to the head.

In the affidavit, Finnell's brother Jordan Arb told police that his wife was shot after he had argued with his sibling about laundry, which had resulted in Finnel throwing a potted plant at Arb.

He said that following the argument, Finnell then walked over to his sister-in-law, who was sitting in a chair on the patio facing away from the house, before he "shot her in the back of the head at close range with a revolver."

The fatal shooting was the 32nd homicide in Portland in 2021, with 23 of them involving gunfire, according to the bureau.

The killing came just one day after Portland Police Chief Chuck Lovell spoke at a press conference to announce a joint effort with the FBI and the Multnomah County District Attorney to curb gun violence in the city.

Lovell revealed that by the same point last year, there had only been four homicides involving gunfire in Portland, while at the same date in 2019 there had been just three.

The police chief said during the press conference that "for us at PPB," reducing the number of homicides involving gunfire is "some of the most important work that we do."

He added: "I've been in a lot of conversations with elected leaders, community folks, and I've always said that keeping people in our community alive and safe from gun violence is important.

"I will shift resources as needed to make sure we can address it as best as possible."

Newsweek has contacted Police Chief Lovell's office for further comment.
